For IT systems, a common method to decide what protection to use is NIST's Risk Management Framework. However, physical security professionals may be more used to the Interagency Security Committee's Risk Management Process, and unsure of how to apply NIST's framework to physical security systems.

To help connect the two together and provide physical access control-specific guidance, NIST created this document, Special Control Overlay of Special Publication 800-53 Revision 5, Security Controls for electronic Physical Access Control Systems (ePacs).
